2027 EP and S Pass salary changes: a recruiter’s handover checklist
Prepare Singapore hires for the 1 January 2027 EP and S Pass salary changes with the right application date, fixed salary, advertisement and handover checks.

Salary tables and advertising guidance checked 9 October 2026.
A December offer does not lock in December’s Employment Pass (EP) or S Pass salary threshold if the new application is submitted in January. The 2027 salary requirements apply to new applications from 1 January 2027; renewals use a different trigger, covering passes expiring from 1 January 2028. MOM’s Employment Pass guidance; S Pass guidance
Check those dates before agreeing the package, not just when you hand over the accepted offer. A salary that clears the current threshold may fall short for a January application, and changing it can affect the supporting job advertisement too.
The examples below connect the dates, fixed salary and recruitment record so the colleague filing the application knows what is ready and what still needs a decision.
Which date controls the salary change?
For a new application, check the submission date. For a renewal, check the existing pass’s expiry date against the renewal column. Those are the two triggers in MOM’s eligibility tables linked above; the offer date controls neither.
Apply the two date rules separately:
| Situation | Planning implication |
|---|---|
| An offer is agreed on 15 December 2026, after the applicable fair-consideration process. The new application is planned for 8 January 2027. | Check the new-application requirements for January, not the date of the offer. |
| A renewal is submitted on 30 November 2027 for a pass expiring on 17 February 2028. | Use the column for renewals with the relevant 2028 expiry, despite submission during 2027. |
| A pass expires on 15 December 2027. | That expiry does not automatically fall within the January 2028 renewal change. Check the applicable existing column and all other requirements. |
Do not assume an application delayed, withdrawn or resubmitted across a cutoff preserves an earlier assessment. Recheck the actual process with the person handling the application.
Which salary threshold applies to the candidate’s age?
Use the candidate’s age row, not just the headline minimum. The figures below apply to candidates aged 23 or below; the full tables set higher amounts for older applicants.
| Pass and sector | Current new-application minimums (October 2026) | New applications from 1 January 2027 |
|---|---|---|
| EP, excluding financial services | S$5,600 | S$6,000 |
| EP, financial services | S$6,200 | S$6,600 |
| S Pass, excluding financial services | S$3,300 | S$3,600 |
| S Pass, financial services | S$3,800 | S$4,000 |
These figures are fixed monthly salaries, not total annual compensation. For older candidates, use the full age tables in the EP or S Pass guidance linked above. Check the employer’s sector classification too; a job title containing “finance” does not decide it.
Use age here to apply MOM’s eligibility calculation, not as a shortcut for deciding whom to hire. Assess applicants against the job’s requirements and the applicable fair-hiring rules.
Record which inputs and date were used for the check. Where a birthday or changed application date could affect the assessment, have the work-pass owner confirm the correct inputs in MOM’s process rather than relying on an old spreadsheet result.
A worked salary check: the annual bonus does not close the gap
In this worked example, a 30-year-old candidate will have a new EP application submitted in January 2027, outside financial services. The offer includes S$7,300 basic monthly salary, a S$200 fixed monthly allowance and a possible annual bonus.
The fixed monthly salary is S$7,500. MOM defines it as basic monthly salary plus fixed monthly allowances; bonuses, commissions and annual wage supplements are among the excluded items. Do not divide the possible bonus by twelve and add it to the qualifying amount. MOM’s fixed-monthly-salary definition
MOM’s new EP table gives S$7,750 for this age and sector. The offer is therefore S$250 a month short. The hiring manager must decide whether the genuine pay package can change; the work-pass owner must still check the other requirements. A possible bonus does not close this gap.
Any revised package must reflect the genuine employment terms. Do not relabel variable pay on an application while leaving the actual arrangement unchanged. A salary adjustment also does not, by itself, establish that the application will be approved.
Meeting the salary threshold is not work-pass approval
For an EP, meeting the qualifying salary is Stage 1. The Complementarity Assessment Framework (COMPASS) is a separate stage unless an exemption applies. Its salary criterion is not identical to the qualifying-salary threshold, so passing one does not establish the other.
For an S Pass, check S Pass eligibility, employer quota and levy arrangements instead. COMPASS is not its assessment framework. Use the relevant MOM eligibility page, not a combined checklist that treats the passes as interchangeable.
Use the Self-Assessment Tool linked from MOM’s eligibility pages with the correct inputs. Save its result and assessment date, along with unresolved conditions. A favourable preliminary result is not an approved pass or permission to start work.
MyCareersFuture: check salary, dates and job details
Where the advertising requirement applies, the vacancy must be open on MyCareersFuture for at least 14 consecutive days. The offered salary must fall within a visible advertised range whose maximum is no more than twice its minimum. The occupation and employing entity must also match the application. MOM also says not to make an offer during the mandatory advertising period. Check the guidance for the relevant pass: EP advertising or S Pass advertising.
Under the advertising guidance linked above, changing advertisement details—including salary or occupation—requires a new advertisement and another 14-day period. Ads that closed or expired more than three months ago cannot be used. Check both issues before promising a submission date. An advertising exemption does not remove fair-hiring expectations.
Return to the S$250 shortfall. Raising the genuine fixed salary to S$7,750 clears this example’s salary threshold, but the next action depends on the advert:
| Original advertised range | Effect of a S$7,750 offer |
|---|---|
| S$7,000–S$7,500 | The offer is outside the range. The revised advert needs the required new advertising period before the application can rely on it. |
| S$7,000–S$8,000 | The offer is within the range. This salary change alone does not require changing that range. Check the advert’s age, job details and other conditions before relying on it. |
Do not restart advertising automatically for every revised offer, or skip it when the advert actually needs changing. The offer, advert and application must describe the same genuine job and pay.
Copy this offer-to-application handover sheet
| Field | What the next owner needs |
|---|---|
| Entity and role | Actual employing entity, occupation and relevant sector classification |
| Pass and process | EP or S Pass; new application or renewal |
| Dates | Planned submission and start; current pass expiry where relevant |
| Salary basis | Basic salary, fixed allowances and excluded variable components |
| Eligibility check | Applicable age and sector, qualifying salary, proposed fixed salary, any gap, source and assessment date |
| Other requirements | Relevant COMPASS or S Pass checks and any unresolved condition |
| Recruitment evidence | Advertisement reference, dates and salary range, or documented exemption basis |
| Owner and contingency | Who submits; outstanding documents; what changes if timing or terms move |
Keep sensitive personal information in the approved application system rather than duplicating it across an ordinary hiring tracker.
For the worked example, the handover could read:
Application: New EP, planned for January 2027; candidate aged 30, outside financial services.
Salary check: S$7,500 fixed monthly salary against the S$7,750 threshold; S$250 shortfall. Annual bonus excluded.
Next action: Hiring manager to decide the package. Recruiter to check the advertised range and any effect on timing. Work-pass owner to complete the remaining eligibility checks.
Status: Not ready to submit. Recheck if the package or application date changes.
Before you mark the hire ready
The offer, recruitment record and application must describe the same job and genuine pay package. Have the work-pass owner confirm the applicable date and age/sector row, then resolve any salary gap and remaining checks together.
Do not leave a date-sensitive assumption in a handover labelled “eligible”. Record what was checked, what remains open and who must act, so an accepted offer does not conceal an application that is not ready.
This guide provides general information, not legal or immigration advice or a determination of eligibility. The examples do not establish that an application will be approved. Follow MOM’s current requirements for the actual applicant, employer and dates involved.
