Singapore HR certification: who needs IHRP-CP by July 2028?
Check whether Singapore’s July 2028 HR certification requirement covers your organisation, which credentials qualify and what to confirm before paying for training.

You may need to certify one HR professional—not send the whole team on a new course. From 1 July 2028, Singapore organisations with more than 200 employees must have at least one suitable HR professional with IHRP-CP certification or higher, or a cross-recognised equivalent with the prescribed bridging requirements met. IHRP is the Institute for Human Resource Professionals; CP is its Certified Professional level. Before paying for training, check the credentials already held by your team. The remaining work may be a renewal, a bridging assessment or an application—not another general HR course. This guide helps you identify that work and budget for it.
Check your headcount and existing HR certifications
Start with the employing entity, its headcount and the HR professional whose certification the organisation will rely on. Record the credential’s issuer, exact level and expiry date. “Our HR manager is certified” does not establish whether the credential meets the requirement or will still be valid in July 2028.
The announcement says more than 200, not “200 or more”. For group structures or unusual working arrangements, ask MOM which entity, headcount and HR professional qualify before relying on group-wide counts, excluding overseas employees or nominating an outsourced provider. MOM’s announcement
An employer close to the threshold can still prepare its credential record now. Keep the question about whether the requirement applies separate from the decision to develop the team’s HR capabilities.
IHRP, SHRM, CIPD and AHRI: which route applies?

Bridging means completing the additional requirements for an overseas credential to be recognised at the corresponding IHRP level. IHRP publishes an SHRM-CP to IHRP-CP pathway and an SHRM-SCP to IHRP-SP pathway. Both include a labour-legislation assessment; holding the overseas credential is not the entire process. For CIPD, IHRP distinguishes Associate Member, Chartered Member and Chartered Fellow routes. A course marketed as CIPD-related does not by itself establish the membership level or completed bridging. IHRP’s CIPD pathway
AHRI’s Certified Practitioner Human Resources (CPHR) also has a published route to IHRP-CP, subject to eligibility and a labour-legislation assessment. Check the direction of recognition: a pathway from IHRP to an overseas body does not by itself establish the reverse route. IHRP’s AHRI pathway
What are the current IHRP-CP entry requirements?
MOM’s current certification page says an IHRP-CP applicant needs at least three years of relevant HR experience and either 150 hours of HR-related training or an HR education qualification. MOM eligibility
That is an entry requirement, not the same thing as maintaining an existing certification. IHRP separately requires continuing professional development (CPD) for recertification. Keep those two questions separate when planning the nominee’s route.
For a cross-recognised credential, follow the published pathway for the exact qualification and ask IHRP to confirm any bridging assessment, membership, experience or evidence requirements before paying for training.

Send IHRP the details needed to confirm the route:
We are checking the certification route for our nominated HR professional. They hold [exact credential and level], valid until [date], with [relevant experience] and [training or education evidence]. Please confirm the applicable IHRP pathway, current training requirement, assessment and total fees. Please distinguish the requirements for this bridging route from those for a new IHRP-CP applicant.
Ask IHRP about the person’s certification route and MOM about unresolved coverage or headcount questions. Keep the answers with the record so a colleague can pick up the work without repeating the enquiry.
Certification fees, subsidies and renewal costs
The additional S$100 subsidy is available to eligible Singapore citizens and permanent residents from 1 October 2026 to 30 June 2028. MOM lists fees after the enhanced subsidy and GST of S$163.50 for IHRP-CP and S$272.50 for IHRP-SP. These are certification fees, not an all-inclusive training budget. The headcount threshold and subsidy eligibility are different tests. IHRP says the support is also intended for organisations with 200 or fewer employees. Eligible new, upgrade and bridging applications can qualify, but recertification, reassessment, rescheduling and onsite fees are excluded. Budget for renewal as well as the first assessment. A credential valid today may expire before the requirement starts. The lower first-assessment fee is not the ongoing cost of maintaining certification. IHRP currently lists a three-year recertification fee of S$490.50 for both CP and SP, including GST, and requires 45 CPD hours during the certification period. MOM also describes future use of employer SkillsFuture Enterprise Credit for remaining certification fees, with implementation details still to follow. Do not assume that credit is already usable for a particular invoice. Check the current arrangement with the programme administrator.

Book the remaining steps, not a course by default
Once IHRP confirms the route, book the assessment or training still needed and assign a completion date. Put the credential’s renewal date on the calendar, and decide who takes over if the nominated person leaves.
The aim is a suitable HR professional with a valid qualifying credential when the requirement takes effect—not simply evidence that someone attended training.
